Spazio aperto a disposizione delle associazioni e dei cittadini

E’ stato inaugurato il 15 febbraio 2014 il Puc 2 “Forum Urbano nel Parco” presso l’area ex tabacchi. La cerimonia si è aperta con il taglio del nastro, accompagnato dalle note della banda musicale di Umbertide diretta dal maestro Galliano Cerrini, delle tre opere realizzate nell’ambito del programma urbano complesso, finanziato dalla Regione Umbria per 5.952.000 euro; l’adeguamento del sottopasso di via Martiri della Libertà, la realizzazione di un campo in erba sintetica presso l’impianto sportivo Usu e la riqualificazione del magazzino ex tabacchi trasformato in sala polifunzionale.

Erano presenti il sindaco Marco Locchi, la presidente della Regione Umbria Catiuscia Marini, il deputato Giampiero Giulietti, il presidente nazionale Uisp Vincenzo Manco e il vescovo Mario Ceccobelli; tantissimi gli umbertidesi che hanno voluto partecipare all’inaugurazione per conoscere da vicino le opere realizzate e apprezzare gli interventi effettuati in un’area degradata della città. Dopo la benedizione dei locali da parte del vescovo Ceccobelli, la sala polifunzionale ha ospitato lo spettacolo inaugurale del Puc a cura delle associazioni Argento Vivo e Insight, con tanti giovani umbertidesi che sotto la guida di Luca Minelli hanno dato vita a momenti di musica, danza, sport e arte, interpretando quindi la multifunzionalità dell’edificio ex tabacchi da oggi a disposizione della cittadinanza. Quindi è stata la volta degli interventi delle autorità con il sindaco Marco Locchi che ha ringraziato tutti coloro che hanno lavorato al progetto e che hanno organizzato la cerimonia di inaugurazione, ripercorrendo le tappe che hanno portato alla realizzazione delle opere del Puc.

“Oggi inauguriamo tre opere importanti, realizzate grazie ai quasi 6 milioni di euro stanziati dalla Regione Umbria attraverso il bando del Puc e al cofinanziamento da parte del Comune per 1.424.607,82 euro – ha spiegato il sindaco Locchi – Vorrei precisare però che di queste risorse circa 800.000 euro saranno recuperati attraverso la vendita dei lotti dell’area del PUC 2. Quindi complessivamente a fronte di un finanziamento di 5.952.000 euro, sull’Amministrazione Comunale graveranno solo 600.000 euro e credo che questo faccia capire veramente i numeri di cui si è tanto sparlato in questi giorni.

Ringrazio quindi l’Amministrazione Regionale con la presidente Marini per la disponibilità dimostrata e Giampiero Giulietti perché ha saputo con grande determinazione e volontà portare a casa questo finanziamento che credo la nostra città non abbia mai ricevuto. Per quanto riguarda il campo da calcio, dato in gestione tramite gara a Uisp, l’attività inizierà a partire da lunedì 24 febbraio, mentre relativamente all’edificio area ex tabacchi si proseguirà con un piano di intervento partecipato che porterà entro l'estate al bando pubblico per la gestione dello spazio”. “Ringrazio tutti coloro che hanno lavorato alla realizzazione del progetto, frutto di una fase di partecipazione che ha permesso a queste strutture di divenire patrimonio di tutta la comunità – ha aggiunto l’on. Giulietti – L’edificio ex tabacchi e il riqualificato campo sportivo saranno nuovi punti di riferimento per la comunità umbertidese ed io mi sento orgoglioso di fare parte di una città in grado di realizzare opere pubbliche come queste e che, con trasparenza e competenza, si impegna per il bene dei suoi cittadini”.

“Realizzare interventi di riqualificazione urbana per recuperare aree e immobili degradati da destinare a servizi per la collettività era l'obiettivo che la Regione Umbria voleva perseguire con i programmi urbani comunali- ha continuato la presidente della Regione Catiuscia Marini – Il Puc di Umbertide è uno dei primi ad essere stato completato e rappresenta la prova tangibile della qualità di questi interventi che, grazie alle risorse dei fondi comunitari, consentono il recupero di importanti aree e vecchi edifici ormai in stato di totale abbandono, per essere restituiti alle collettività per usi sociali, culturali, sportivi e ricreativi. Grazie al bando per i Puc dei comuni superiori a 15 mila abitanti, saranno effettuati in tutta l'Umbria diversi piani urbanistici che permetteranno la realizzazione di interventi per un importo complessivo di oltre 223 milioni di euro, di cui 65 milioni provenienti dalla risorse comunitarie, 35 milioni di euro di cofinanziamento da parte dei comuni interessati, ed oltre 122 milioni di euro di finanziamenti privati".

“La Uisp intende mettere a disposizione della collettività le sue competenze per offrire beni e servizi ai cittadini – ha aggiunto il presidente Uisp Vincenzo Manco – la riqualificazione è la sfida del futuro e noi siamo orgogliosi di poter gestire il nuovo campo sportivo Usu; continueremo a fare la nostra parte e ad investire per fare sì che tutti possano avere accesso ai servizi”.
